Combine the cracker crumbs and milk in a large bowl. Allow to sit for 5 to 10 minutes to form a panade.
Add the egg and the seasonings, and combine.
Add the chopped onion, chopped green pepper, and ground beef. Mix well to combine.
Pick up the meatloaf and drop (or throw) it into the bowl several times to eliminate air pockets.
Place the meatloaf mixture on a lined baking pan and form into a loaf no more than two inches high and four inches wide.
Bake in a 350°F onion for 45-60 minutes, or until the internal temperature is 160°, rotating halfway through.
Alternately, wrap tightly in parchment paper or foil, and cook in an Instant Pot on high pressure for 25 minutes, placing it on a trivet and adding a cup of water. Allow it to natural release for ten minutes.
Allow to rest for 15 minutes before slicing and serving.
Notes
If you don't have saltine crackers, you can substitute a quarter cup of dried bread crumbs.
